“The United States will not undermine leadership in global innovation,” US Commerce Secretary Wilbur Ross said in a statement released on Monday. “The Department is committed to protecting American national security and foreign policy interests by encouraging American industries to fully engage and advocate for American industries to meet international standards.”
More than a year after the amendment, the US placed Huawei on a business blacklist, which prohibits American companies from selling technology and parts to a Chinese telecommunications company. While it has hurt Huawei’s business, it has also led to confusion over whether American firms can participate in organizations that set industry standards.
The statement on the Department of Commerce’s website states that the action is to ensure the entity list on Huawei’s list in May 2019 to prevent US companies from contributing to the development of key standards.

Huawei says that its stance is unchanged in the wake of rule-change.
Huawei spokesman Joe Kelly said in a statement on Tuesday, “We want to continue the ongoing discussion with our counterparts in the United States regarding standards for new technologies, including those that contribute to the technological advancement of society in America.”
The US has long alleged that Huawei has a strong relationship with the Chinese government and that the company’s equipment could be used to spy on other countries and companies. Huawei has repeatedly denied this.
