Embarrassingly, both the apps in question are made by Microsoft. Even more embarrassing for Microsoft, it seems that this bug has been in the early versions of the Windows 10 May 2020 update for months, with Windows insiders who precede others to spot bugs in this way in Windows 10 Can try versions of, complaining that OneDrive no longer works.
